Covered by your grant
EU project-management software is an eligible direct cost (Category C.3 — other goods, works and services). Budget it in your proposal; the EC reimburses it once the project is funded, and it counts toward your 25% indirect-cost base. In practice, the coordinator budgets one per-project line and the tool is effectively free to the consortium.
How seats work
The per-project licence covers unlimited coordinator-side users. Each beneficiary organisation includes three seats and can add more as needed — or move to Premium for unlimited seats. You never restrict a partner’s access to save on cost.
